Enforcement and Penalties for Violation of the Velodrome Rules

During an event conducted under the permit of the USCF or other organization, violators are subject to the enforcement procedures of that organization.

At all times, any member of the SDVA Board of Directors may issue a warning, suspend riding and/or velodrome admission privileges for a period congruent with the nature, severity, and frequency of the violation. 

In the absence of a member of the Board of Directors, the race director, or track steward may issue a warning or suspend riding and/or velodrome admission for the day, subject to appeal to and review by the Board of Directors.  The board has the discretion to reverse, uphold, or increase the penalty upon thorough review.

The San Diego Velodrome is a 333.3 meter concrete track with a maximum banking of 27 degrees in the corners.  It is owned by the San Diego Parks and Recreation Department.

The San Diego Velodrome Association has a lease agreement with the City of San Diego Parks and Recreation Department, which grants the association authority, amongst other things, to limit velodrome access subject to specific requirements of the lease agreement.

General Rules of Conduct for the Velodrome

No velodrome facility user while on the premises shall do any of the following:

  • Commit theft, fraud, or grossly unsportsmanlike conduct;
  • Enter into competition, membership, or track use under an assumed name;
  • Act disrespectful (which includes using foul or abusive language) toward officials, organizers, spectators, or riders;
  • Commit assault (threaten to do bodily injury) or battery (do or attempt bodily injury);
  • Bring dogs on the track or in the track center when riders are using the track

Rules for Riding the Velodrome

All velodrome facility users must adhere to the following rules while riding on the track

  • Always wear a helmet when riding;
  • Ride a straight line;
  • Check behind before changing position on the track;
  • Slower riders should keep to the center of the track and allow ample room for faster riders to pass below in the "sprint" lane (between the red and blank lines) and also to pass above at the top of the track;
  • Be aware of other riders on the track;
  • If a track steward is present, follow their directions;
  • Sign a Use Agreement and Release form prior to riding on the track

Rules for Motor pacing at the Velodrome

Motor pacing by regular or coaching members is allowed during closed designated sessions.  During open training sessions, motor pacing is allowed if all of the following conditions are met.

  • No freewheel bicycles are in use;
  • All fixed gear riders have either completed the beginner track class or hold a USCF or equivalent track license;
  • The riders and motor pacing driver have communicated about track usage;
  • All riders on the velodrome agree to the motorbike being on the track;

Velodrome Facility Parking Rules

Parking for Velodrome users is permitted in any of the Balboa Park regular parking lots or in the dirt parking lot to the south of the Velodrome Facility (entrance off Pershing Drive).

Velodrome users who enter from Pershing Drive may drive up to the velodrome facility gate and, if the area is clear, they may proceed inside the gate to unload equipment.  Parking is allowed outside or inside the gate for brief periods while loading or unloading equipment.  Vehicles left unattended in this area for more than 10 minutes are subject to citation.

These rules apply to all velodrome facility users, including officials, coaches, spectators, and riders.  Exceptions may be made on an as needed basis for equipment vehicles or vehicles displaying a handicapped parking placard.
