Rules for Riding the Velodrome

Track cycling is an inherently dangerous activity. Participants are responsible for complying with all rules, instructions, and safety requirements while riding.

Helmets must be worn and securely fastened at all times while riding on the Velodrome or its grounds.

Riders must inspect their bicycles and safety equipment, including helmets, before entering the track to ensure they are in proper working condition. Riders are solely responsible for determining whether their equipment is safe to use.

Any unsafe conditions must be reported to SDVA personnel immediately.

The use of headphones, earbuds, or earplugs is prohibited while riding on the track.

Only fixed-gear track bicycles without brakes are permitted. Motorized or e-bikes are not allowed.

All riders must complete an SDVA-sanctioned Safety Certification course or obtain a written exemption from SDVA.

Motorpacing is only allowed with SDVA-certified coaches. Motorpacing is prohibited during public hours unless specifically authorized by SDVA.

Riders must maintain a straight line and check behind before changing position on the track.

Outside of competition, slower riders must leave sufficient space for others to pass safely above and below.

Faster riders should generally pass below the blue (stayer’s) line. When warning a rider ahead, say, “Stay.”

Riders must ride in sessions appropriate to their skill level as designated by SDVA. Advanced or high-speed sessions may be restricted to experienced riders only.

Riders must immediately yield, exit the track safely, or stop riding if directed to do so by an official, coach, or SDVA personnel.

Track access is strictly prohibited for individuals who are under the influence of drugs or alcohol, or who exhibit reckless or disruptive behavior while riding.

All participants, members, and spectators must follow instructions given by any Board Member, SDVA coach, track steward, track manager, or race director.

Spectators must remain in designated spectator areas, must not cross the track surface, and assume all risks associated with their presence at the Velodrome.
Rules of Conduct

Pets are not allowed on the track or infield. Pets in the stands must be leashed at all times.

Members may not share the Velodrome lock combination or allow entry to nonmembers.

Smoking is prohibited in the stands, on the track, and on the infield.

Members must comply with Balboa Park’s posted City Parks & Rec rules.

Spectators must remain alert and avoid leaning or placing items on track barriers. Running, horseplay, or other disruptive behaviors in spectator areas are not allowed.

Photography and filming are permitted for personal use only. Commercial photography or videography requires prior approval from SDVA.

Participants, spectators, and members must treat officials, volunteers, and other staff with respect at all times. Verbal abuse, intimidation, or harassment of any kind will not be tolerated.

The possession or use of fireworks, drones, or other distracting or hazardous items on Velodrome premises is prohibited.

All participants, members, and spectators must abide by SDVA’s inclusivity policy. Harassment, discrimination, or offensive conduct based on race, gender, religion, disability, or for any other reason is strictly prohibited.

Anyone found intentionally damaging Velodrome property, equipment, or grounds will be held financially responsible and may face suspension or legal action.

Velodrome facility users must not engage in any of the following:

Theft, fraud, deceit, or unsporting behavior.

Participation in competition or membership under an assumed name.
-
Disrespectful behavior or harassment, including foul or abusive language.

Threatening, attempting, or committing bodily harm against anyone.

Enforcement and Penalties for Violations

During events conducted under a USA Cycling or other permitting organization’s authority, violators are additionally subject to the rules and enforcement procedures of that organization.

These rules may be enforced by SDVA Board Members, race directors, track stewards, track managers, or SDVA-certified coaches or program directors.

Disciplinary actions may include verbal or written warnings, suspension of riding privileges for a day or longer, or termination of membership or access privileges.

The severity of penalties will depend on the nature, frequency, or severity of the violation.

Membership may be denied or revoked at the Board’s discretion without cause, provided decisions are not based on race, color, national origin, religion, sexual orientation, gender identity, age, or disability.

Participants have the right to submit a written appeal to the SDVA Board. Penalties may be reviewed and reversed, upheld, or increased by the Board after providing written notice and an opportunity to respond.

Repeated or severe violations, including disparaging SDVA verbally or on social media, may result in permanent membership revocation.
